Lets say a model can cast 2 spells per turn.

No. In the rules for the psychic phase step 2 says

A psyker can attempt to manifest a psychic power they know by taking a Psychic test. To do so, roll 2D6. If the total is equal to or greater than that power’s warp charge value, the power is successfully manifested. A psyker cannot attempt to manifest the same psychic power more than once in a turn.

I'm pretty sure Smite is the single exception to this rule, but I might be wrong and I don't have any rules to cite.

No caster can cast the same spell more than once (except Smite). And if a spell is cast multiple times per psychic phase (multiple casters) than you add 1 to the Warp Charge each time it is successfully cast (or attempted).

I just started using Psychic Powers so I could very well be wrong, but I do believe I've had people smite me multiple times with the same psyker.

You are indeed wrong. Under the base rules, a psychic power may be attempted by each psyker once. This includes Smite.

In Matched Play however, the additional restriction that a power may only ever be attempted once, period, regardless of how many psykers you have applies. This is what explicitly exempts smite.

For example, you have 3 Psykers, each with (let's say, Guide) and Smite, each with 2 casts. In non-matched play, you can cast Guide and Smite with each psyker. In matched play, one psyker can cast Guide and Smite, then the other two psykers can only cast one instance of Smite. You cannot have one psyker cast Smite twice, because that breaks the rule "A psyker cannot attempt to manifest the same psychic power more than once in a turn."

My guess is people are misremembering the Psychic Focus matched play rule.

I feel like something has definitely gone wrong, then. Perhaps it's just my friends who don't really play by the rules anyway. I need to fix that, though, because I've been smiting 2-3 times with my Farseer >.<

And now I'm learning I can't even put Guide on multiple psykers with the intention of using it on multiple units. I guess that makes it easier, though, now I definitely will take Fortune. Man, so I only Doom one enemy? So the only spell that increases its warp charge value is smite because it's the only spell that has the potential to be cast more than once per phase?

In matched play, that is correct. In non-matched play you can Doom as many units as you have psykers.

Yes Bacon is correct.

Smite is the only cast that can be used more tan one time per turn...if you have more tan one psyker. And if I am right, in a turn the first goes off with 5, second time with 6 and go on. But one psyker can "try" only once a turn smite.
