Example in case I didn't explain myself well: Let's say I have a Raven Guard army with a detachment of Black Templars, do both factions recieve the power of the faction (raven guard when is shooted by enemies more than 12" of distance they get -1 on hit rolls, Black Templars now I am unsure but I believe it had to do something with re-rolling charges)? Can each faction get it's warlord traits and/or relics too?And in case that you only get one of each, let's say the raven guard are 1500 points and the black templars 500, could the templars recieve the benefits instead of the ravens?
You get only one warlord and one warlord trait (Dark Eldar can have multiple traits via a stratagem). You get one free relic from your warlords faction.
There are no restrictions on the relative sizes. You can make your warlord the smaller faction just fine. The Black Templars will get their own rules, so long as they are in another detachment. That doesn't have anything to do with Warlord choice.
In your example you have to pick one warlord, and whatever faction they are from those are the traits and relics they can use.
