I'm a little confused on how the Fortifications work. I get that they have a "transport" capacity. So a Bastion for example, can hold up to 20 models in it. But can models be placed on top of it?

Lets say I take 10 Dark Reapers and put them inside. Can I then put an Autarch and Farseer on the top of it, and they be in play, aka, not embarked on a transport?

No, models cannot be placed on top of other models, unless a rule explicitly allows you to do so.

Basically the terrain rules in 8th are gak and don't make a ton of sense. Instead of creating a system where units occupy terrain features by being entirely on or in them they decided to treat certain pieces of terrain like immobile vehicles.

In all ways you should think of any terrain with a capacity as a immobile vehicle. It's the only way to get your head around how they function mechanically.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

It’s not difficult, just a mindset shift. You summed it up nicely with ‘immobile vehicle’. Done.

For me, the joy is in putting some good-looking models on the board and playing out a fantasy battle - not arguing over the poorly-made rules of some 3rd party who neither has any power over my play nor will be visiting me (and my opponent) to ensure we are "playing by the rules"
