I have a buddy that has thought up a list using Deathguard units in the Red Corsairs to gain their legion trait of advance and charge. The keyword being shared would be Heretic Astartes. Also if it is legal would he still have access to his own Veterans of the Long War from the Deathguard book? Is doing this a legal list build?

Legal but they won't benefit from the Legion Trait, the entire detachment will lose it.

Doesn't that depend on how the detachments are built? Like, an Outrider detachment of Death Guard would keep their traits, while a Battalion of Red Corsairs would keep THEIR traits, and never the twain shall meet?

The OP is on about a single mixed detachment which would share the Keyword HERETIC ASTARTES, but would not allow a legion trait, as the units in the detachment do not consist wholly of either DEATH GUARD or RED CORSAIRS units.

Is he taking Plague Marines, or actual Death Guard units?

If it's the former, then all is well, but he does NOT get Veterans of the Long War. (Or, more accurately, he can use it, but he has no viable targets for it.)

If he's taking actual Death Guard units, he gets no legion traits and unlocks no stratagems.

Yeah he was thinking about taking an Outrider of Red Corsairs, a Sorcerer in Terminator armor, an elite choice of Deathshroud, Fast Attack of two Foetid Bloat Drones, one unit of the Blight Haulers, then a couple of Plagueburst Crawlers. So that was what I was thinking that it wouldn't work, so he would not unlock anything and really just lose legion traits and kill those units from being able to use the Deathguard strats? I have a few others in my area that said they could take Foetid Bloat Drones, Plagueburst Crawlers and such in a Demon detachment and not lose anything, I'm assuming that is incorrect as well?

Boat Drones etc don't have the Faction Keyword DAEMON.
