Subject: Chapter Most Comparable to Storm Troopers?

As the title says, which first founding chapter is the closest to storm troopers in terms of tactics? I thought about Imperial Fists being driven by bolter drills, etc., but don't know if that fits the bill.

I'd say Raven Guard. Scions are practical and tactical shock troops. Lines up with the Raven Guard I'd say.

Which kind of storm troopers are we talking about here?

Gods no, Scions aren't practical or tactical.
They utilize tactics but they're also fanatics. There's a reason that the Schola Progenium is where you get Commissars and Scions from.

Not Imperial Fists. They hit whether the first roll is a 3+, or if it's a 1, if the second roll is a 3+.
Imperial Storm Troopers only hit if the first roll is a 1 and the second roll is a 7+.

Elite, jackbooted, disciplined to the core. Obviously Storm Troopers aren't super-humans, but I was looking for a sort of uniform, authoritarian looking Space Marines without all the decor of robes, rituals, etc.

Just take the basic marine/primaris kits, paint them white with black details, & call them a successor chapter to whichever rule sets you like.

You're not really going to find an "authoritarian looking" thing, because it's not really something that can be visually displayed. The robes and the like can be left off or alternate characters can be found(although in the case of things like Librarians, the robe is part of the uniform effectively).
That said, look at the Ultramarines' Successors Black Consuls and Libators. Both are strict adherents to the Codex Astartes.
There's also the Hammers of Dorn, an Imperial Fists Successor that is a recent Founding(M41) with a strict adherence to the Codex and Guilliman's tactical writings.

The Red Scorpions not only have a dark grey heraldry, they are a puritan chapter from unknown origins who are strict followers of the Codex astartes and the purity of the gene seed. They have some beautiful characters in Forge World and they are the loyalist protagonist in the Bada War campaign.

'Authoritarian looking' is dead easy to visually display. Films do it all the time, as do actual dictators. They're a certainly style of 'military uniform' that is an entire cliche at this point, whether for Space Nazis or South American dictators in special forces movies.

In terms of tactics? Orkz, obviously. Stormtrooper tactics are basically: Stand out in the open firing their weapons until they inevitably get killed by a single shot.

I would second that. Plus, from their codex, most of their operations are tactical drops, infiltration missions, ship boarding and shady operation with allied xenos or with the inquisition. Of all the founding Chapters I would have said the Raven Guards are their closest match (if not an exact match). Ultramarines and Imperial Fists aren't so bad either. The first one due to their tactical acumen being highly trained for a wide variety of operations and for being nobleborn and finely educated. The second, due to their robotic level of fanatism, devotion to orders and relentlessness (at least for human beings). The most different are probably the Salamanders who are both more defensive in tactics and humanists at heart and Space Wolves due to their supple chain of command and savageness.
