~200 points of supporting characters, a psyker power, and 4 CP boosting a 340 point unit to kill 561-600ish points downfield is not a 2x ROI.
And thats not with bolters, its with sonic blasters. You've moved to a point where you're lying about the very math you ran to support your own argument.

To be fair, I planning on starting an Ork army and when I get my three Squigbuggies I don't think I'll have to worry about them pesky Noise Marines.

This is the exact mentality that causes CSM to get schizophrenic and mediocre gimmicks for rules, every CSM unit with a gun needs to be pointed and designed as if they are:
- maxed out squad, and totally still maxed out when they get to shoot
- slaanesh
- popping votlw
- shooting twice
- have plenty of psychic and aura support
Chaos units share way too many key words, which means their power ceiling for a single unit is always off the roof by stacking buffs *on paper*. I watch a lot of online battle reports and tactic video and chaos discussion always devolves into "look at this cool combo that will one shot a knight #mlg360progamer", it just pushes CSM into an army of one-tricks and gimmicks

The BT superdoctrine is a strong buff against Infantry that comes into play when the game is already decided. The entire point of playing Black Templars is to leverage the alpha strike melee potential; in order to do that you need to get rid of screens. Allowing a unit to shoot twice lets you clear screens more effectively turn 1 than getting an additional AP on your heavies. It'd effectively allow for double-dipping into the Intercessor stratagem to get 8 shots per model, for example, or boosting Eliminators. Rules that start doing things on turn one is far better than rules that don't kick in until later, all else equal.
This isn't me saying the Chaos Codex doesn't need buffs BTW, this is just a commentary on the strength of shoots twice. The Thunderfire Cannon stratagem and the Vigilus stratagem for Imperial Guard artillery are both great stratagems because it's hard to go wrong with "double the firepower of a unit" as a stratagem.

It's a super secret tactic us ork players have been hiding all this time though 8th edition, and only now did Xenomancer crack the code! Thankfully, know one has yet realized that we don't even need that, when our true trump card, the stompa, is still hidden up our non existent sleeves!
