this is a size comparison of Primaris Marines,a Zevzda 1:72 miniature and a DKoK soldier.
for the purposes of dioramas,which better?
the 1:72 miniatures can show the physical difference between regular human and space marines(enhanced giant human figure equips with big guns and power armor), and 1:72 miniatures is very cheap, which can be used to show a larger battlefield and alot alot soldiers.

1/72 scale humans are far too small for use in a 40k diorama. Their equivalent scale is about 12mm, which is less than half of 40k at 28mm.They would look absurd. You'd need 40k scaled guardsmen or similar. You could use third party models for a more human scale if you wanted

As a fan of the books, where the marines are always made out to be huge, I personally quite like the 1/72 guys next to them. Not commenting on genuine accuracy, but it's a good way to emphasise the marines' size
|

They only reach the primaris marines belly buttons! Nah, not for me. 1/48 figures are much closer to the right scale.

I do think 1:72 is just a bit too far.
DKOK, which are more true-scale rather than the chunky heroic Cadian Guardsmen, alongside Primaris Marines is a fine enough distinction.

In fact, the height of old Cadian Guardsmen(3cm) is the most appropriate.for the DKoK (3.3cm),they're too tall for regular human.
regardless of their awkward scale, when they stand next to Primaris marines,the are neither tall nor short, just right of heigh and comparison.

Your maths is a bit off there, 1/72 scale generally lies between 20 and 25mm scale. Think about it, 6 foot is 72 inches, so a 6 foot person would be 25.4mm tall in 1/72 scale.
Of course 40k models are massive. It's not just the height, 40k models are hugely bulky.

The problem with using art to define the scale is that the size of Marines to humans is all over the place from piece to piece.

Artistic license used to show the presence of the astartes. also, those are skinny emaciated, malnourished monks, not strong, trained soldiers.
