Has everyone remembered that not even all the DA know about the fallen, there are circles within circles when it comes to revealing n the truth of the DA history and most of the green guys will be none the wiser. Only Az knew about Luther and only the inner circle knows about the fallen.

The Inner Circle know the mostly full truth of the Fallen, but both the Ravenwing and to a further extent the Deathwing are fully aware of the Fallen since it's their jobs to locate and capture them respectively.

According to the most recent DA codex, not even all members of the Ravenwing understand. Deathwing, yes, they're all Inner Circle, but the Ravenwing Bike Squads and things? They know they have to catch Guy X, because he's Bad. They've been specifically told to ignore everything he says because it is Lies and Heresy. If he's wearing Dark Angels colors, all the more reason to catch him.

It's layers upon layers of secrecy, and it implies that only the Supreme Grand Master knows it all... if even he does.

It's literally the other way around. The Inner Circle are all part of the Deathwing, but not all Deathwing are part of the Inner Circle.

There are many layers of advancement in the DA and more and more of the truth is revealed as you move up the ranks, so it’s not just as simple as saying the death wing know xyz. It would depend on various ranks and honours etc
