With lumineth they have mage with partially transparent veil over face. Any good tutorial for archieving similar effect?

Right, when working with transparent fabric you need to split the area you are painting into 3 sections:
The section where the fabric is touching/is very close to the skin - this you paint with your skin colour, with just a bit of the fabric colour mixed in
The section where the fabric is further away from the skin - this you paint in the shadow colour of your fabric
The section where the fabric is completely removed from the skin - this you paint in your fabric colour

Then you need to blend these colours and possibly add highlights and you're done.

First off, your veil color needs to be VERY pale to represent the see-through nature. The weave of a translucent veil is not terribly dense, after all.

I experimented with this on a reaper mini, painted the veil white, then used a thinned-down flesh wash to show the skin underneath. I recommend thinning it more than you think necessary, and then building up layers from there.

Page 60 of the Lumineth Battletome.
Not kidding. They have a step by step of it.

The breakdown is they primed with Wraithbone, then used a 1:2 mix of Guilliman Flesh(Contrast) and Contrast Medium to the face. Then two thin coats of Hoeth Blue are applied to the veil, with care taken to avoid the face and ears.
Fenrisian Grey is then used on the raised areas of the veil and the folds across the face to create the effect of sheer material.
Then you finish it off with thin coats of Fenrisian Grey as 'a soft highlight' on the raised areas of the veil and the folds covering the face.
