Sorry, I'm certain this has been discussed before.

Page 246 of of Core says that Reinforcements are not part of a detachment, and deep striking units are Reinforcements (also units placed in vehicles?)(Page 208) (as I understand).

This means that A you have to decide deep striking units when composing your list? B they can't fill out your detachment requirements. I assume this is the same for Strategic Reserves? Do you get to declare "deep striking" during deployment (instead of placing a unit you say "i'm deep striking this", or do you deploy all of your actual models not getting to skip)? Does then your opponent have access to all this information before you deploy? Do Reinforcements get faction bonuses, e.g. my army is Mephrit so I can declare them as such?

Some have said this is actually talking about e.g. summoned units, but this seems wrong, as that would mean deep striking units *could* come in turn 1 (282) as they are not reinforcements. Also, summoned units don't actually exist until they are summoned so that means they are not on a location other than the battlefield.

whole thing is weird... is this just GW not writing good rules and things are actually the same as last edition for this? you can summon turn 1 and deep striking units are part of your detachment? so far that's not what I've found as RAW.

It says no such thing. Units arriving as Reinforcements and Reinforcement Units are not the same thing.

A unit of Terminators you place in a Teleportarium to arrive as Reinforcements is an Elite choice for whatever their detachment they are in. A unit of Daemons you summon mid-game is a Reinforcement Unit.

Terminators arriving via Teleport Strike is not adding them to your army during the battle, they are added during the list mustering process.

The box-out on page 246 makes it clear that "Reinforcement Units" refers to those added to a Battle-Forged army during the battle. That means things like units added by stratagem, or mission rules, representing extra waves of troops.
As BCB said, that's not the same term as just "Reinforcements". If you're choosing a unit as part of mustering, you're adding it before the battle, not during.
