I think the only 40k stat block that'd even come close to Mysterio is the C'Tan Deceiver.
But that's only for the deployment shenanigans, Cosmic Insanity, & being harder to hit. Sadly Mysterio is in no way similar to a named C'tan melee wise. :(

I'd give Captain America your standard space marine stats, but with a 5+ amour save and a 2+ invulnerable save for his shield.
Maybe some special rules that grants a leadership or reroll aura?

The skrull would have fun running the imperium.
The watcher would commit suicide from all the f'in constant grimdark.
Deadpool would drive inquisitors to suicide since he'd know he was in a game setting and tell everyone else about it. Oh, and he'd be a perpetual.
Thor would be a spacewolf.
Galactus would likely save the galaxy by destroying tyranid hive fleets to keep them from leaving him with no planets to feed on. Yeah, I imagine the big G would be able to consume the life essence from a hive fleet while it was parked over a doomed planet.

Quicksilver poses me problems. Super speed isn't really represented as such. I guess it would be equivalent to teleportation, so maybe warp.spider exarch?

A lot of superheroes are really CC focused... I can see most of them being strong in one phase of the game, but teams would not be well rounded enough to do well on the table.

Hulk as a Bloodthirster? He would actually start off a little lower, I think. One would need Anger points that he would get every time he missed, failed To Wound, or was Wounded himself. These Anger points would then increase Str, T, and increase his Wound regeneration ala Living Metal, all at the same time.
Strange would not be a Changer of Ways in stats, just a regular human Inquisitor Pysker who could cast pretty much anything a Changer of Ways could cast.

Depends on how they arrived. If they just popped up due to Dr Reed's portal shenanigans, probably, if they weren't recruited by them. Not likely considering how... strict their government is. It really depends on how flexible and convincing the Inquisitor who first meets them is. The X-Men would have a real big challenge, though.
Growing up in the universe (aside from being born 38,000 years later), they would have been incorporated in to various disciplines, and many wouldn't have had their powers at all, like Rogers, Wilson, Parker, and Banner. Or at least, their sources would have not been the same.
Rogers would have been too week to be an Astartes, so unless the Dark Eldar played with him to make him a Grotesque, he likely would have been resigned to menial labor. Parker, Banner, Stark, and Richards may have all ended up on Mars at one point in their lives or another. To get their powers, one would be looking at either Dark Eldar shenanigans or Daemonic "gifts", which would lead to them being hunted.

That's even assuming they could make it across the expanse. The Shi'ar come from their own galaxy and just happen to have the ability to cross between theirs and ours easily in the Marvel universe. Would they have the same ability in the 40K universe? If so, the Inquisition would be on them like white on rice or Orks on a scrap to figure out how, and so would the Tau (as soon as they met).

I could see all of those for stat lines, just have to make the wargear fit the character... A lot of comic characters are lacking decent ranged weaponry, unless you are going to count thrown objects. Doc Ock, Kitty Pryde, Angel, Juggernaut, etc would be a bit underpowered since they got no dakka.

In Marvel? Sure. Hulk would be able to destroy a warlord titan with one punch, much less a Bloodthirster.
Threads like these are always a little weird because different settings operate on entirely different scales. You're comparing a setting confined to a single galaxy for the most part waging wars on below galactic scale, whereas in Marvel you have conflicts like the one in Annihilation where entire galaxies are scoured clean of life, almost to the man.

I was meaning in 40K...not Marvel. I was looking for a high strength CC beast, and I figured Bloodthirster fit more than a Carnifex.
When I look at these things I am not trying to translate the character 100%, just get close enough for a "counts as" not making a whole new thing.
As for Annihilation...so much comic stuff is so powerful, until a named character shows up and punches it in the face. The Annihilation wave sounded so amazing, but just ended up looking really lame and stupid. Same thing for Galactus (the old version), the Skrulls, the Shi'ar, etc. Marvel is a lot like Star Trek in that so many of their big threats are really underwhelming when you look at them for more than 30 seconds.

Not to mention, most of the Marvel heroes would not be well represented on the scale of 40K. Kill Team would be better (if skills were greatly expanded), and one would be better looking at the scale of Hero Clix or Crisis Protocol for what a lot of them could do.

I like this idea...
Build a 40k kill team and make them look like marvel characters.
Could do something like (just initial thoughts)
Deathwatch
Sergeant with storm shield and maul (thunder capt)
Veteran with a thunder hammer (thor)
Intercessor with a rifle (winter soldier)
Vanguard vet with 2 plasma pistols and a jump pack (starlord)
Terminator with assault Cannon (colonel rhodes)

If there was a Marvel Super hero in 40k, he/she would be forgotten quickly without a codex release; the marine supplements, however, would continue to be released in an endless parade, and you would notice that now marines can do everything that forgotten Marvel hero used to be able to do, but marines would do it better.

In 8th edition, I actually played an Army list based on this concept. Worked like this:
Super Heavy Imperial Knights Aux Detachment
Hulk - Knight Gallant
Supreme Command Detachment - Adeptus Custodes
Captain America - Trajann Valoris
Winter Soldier - Shield Captain with spear
Iron Man - Shield Captain on Jetbike
Vision - Shield Captain on Jetbike
Thor - Shield Captain on Jetbike
Imperial Guard Battalion (The S.H.I.E.L.D. agents and support staff) - Catachans
Nick Fury - Company Commander
Scarlet Witch - Primaris Psyker (used a witch model from AoS painted to look like Scarlet Witch)
Black Widow - Sly Marbo (used an assassin model painted to look like Black Widow)
Coulson - Platoon leader
Strike Team 1 - veterans with plasma guns
Strike Team 2 - veterans with plasma guns
S.H.I.E.L.D. agents team A - infantry squad
S.H.I.E.L.D. agents team B - infantry squad
S.H.I.E.L.D. agents team C - infantry squad
Quinjet 1 - Valkyrie
Quinjet 2 - Valkyrie
It was a LOT of fun to play. The Strike teams were my alpha strike attempt and Hulk was my distraction carnifex. I won a single game in a tournament with them - mostly got absolutely demolished, but that's probably a function of my poor skills rather than the list design. Scarlet Witch, Winter Soldier, and Black Widow almost always were the stars, oddly enough. Hulk pretty much never did anything (again, not his fault, almost certainly mine).
Sadly it doesn't work nearly as well in 9th because of the restrictions on "souping." BOOOOO!

I mean, the scale of some of the marvel hero's is pretty insane. Some of the Omega level threats would likely feel right at home in 40K. Many of the mid to low strength characters likewise would find a place in universe. But many others either through attitude, mentality or appearance would probably not last long.
DC would also have similar pros and cons.
