AA even before the VT fuses are taken into account. The Altanta-class
CL design philosophy was basically "what would happen if we replaced a light cruiser's 6-inch guns with dual purpose guns that could also be fired at aircraft?". Don't rely on the
AA by any means. But it is something to be aware of.
The bad torpedoes (before 1943) is a problem, but is balanced by the fact that the USN has a lot fewer torpedoes to begin with. Unlike in the other navies, no heavy cruisers carry torpedoes (a choice probably influenced by the constraints of the naval treaties of the pre-War era), and most of the light cruisers don't, either. So the fact that an early War USN fleet's torpedoes are very unreliable isn't as much of a problem.
