If they appear to happen at the same time, apply Sequencing, so the player who's turn it is picks the order.
That's weird, as it means on the Necron players turn it can happen in one order, and on the opponent's turn, the other, assuming that's what they choose.

Isn’t that the entire argument?

One side seems to arguing that consolidation and RP are simultaneous, so sequencing is used; whereas the other side is arguing that the RP occur after attacks and before consolidation so sequencing is not required.

To say “sequencing has nothing to do with this” seems to be missing the point. From reading the thread, it appears that sequencing has everything to do with it. Whether or not sequencing applies is the argument here.

To me something only happens at the same time when the rules say so, like "at the end of the movement phase.". Special rules, like RP, interrupt the normal flow of the game.

Btw, if we go by RAW RP wouldnt work, because it happens "Each time an enemy unit shoots or fights, after it makes its attacks,.....". According to the core rules you make an attack when you roll the dice. At that time no necron model has died. RP should say after enemy units have resolved their attacks, thats when necrons models have died.

NUMBER OF ATTACKS
When a model shoots a ranged weapon, it will make a number of attacks. You make one hit roll for each attack being made.

Except, "makes its attacks" does not mean "when you roll the dice" it is when you go through the 5 steps to making attacks (see page 18 in the PDF, there are 5 steps to making attacks, not a single to hit roll).

The 5 steps to Making attacks are:
1) Hit roll
2)Wound roll
3) allocate attack
4) saving throw
5)inflict damage
