I put Inquisimunda aside a fair while ago over some issues I had with the direction(decision to limit the "power level" to low-level operatives for Inquisition warbands, the really strong anti-Marine sentiment from some quarters), but checking in again recently to see if anything had changed I was a bit sad to see development looks to have stalled out on both the NCE and N17 versions(and that little seemed to have changed with regards to my personal bugbears before that happened).

Is there anything else out there(and it doesn't have to be a GW ruleset, or based on one) that could scratch the same kind of itch? That being, a system that's a bit more expansive than classic Inquisitor numerically, which strikes a balance between themed warbands and the ability for players to create the characters they want to create(and which doesn't arbitrarily exclude Marines from being henchmen available to thematically appropriate warbands). Having a more classic gameplay feel than your Kill Teams and your Warcry's would be a benefit as well.

This is kind of a sideways answer, but I've seen people using 3D printing to play full scale 54mm inquisitor with the original rules. Really simple now to do and limitless options.

I've no desire to play 54mm unfortunately, and the original rules don't really work with more than half a dozen models on the table on both sides.

the current Necromunda rules seem to be pretty popular for those looking more for a more combat/less RP oriented experience. Theres a lot of alternatives though if you want more of that RP element in the game from third party sources - mainly you're looking for "narrative skirmish" type rulesets ala Frostrgrave/Stargrave, Rangers of Shadow Deep, Brutal Quest, Planet 28, Fabula, Forbidden Psalm, In the Emperors Name, Rogue Planet, etc. Quite a few of these were actually designed specifically as a replacement for Inquisimunda style gameplay.

I can recommend 5 parsecs from home as a nice game to basically represent any sci-fi universe. It has an extensive random crew generation system, but this can be easily adapted for personal needs. It is designed for solo play, but I feel that letting two randomly rolled crews fighting each other would be a fun experience as well. It is designed with a progress system which allows a slow upgrading if the teams.
Only real issue is the lack of points values for options/units, but IMO this can be fixed with like-minded people and some common sense
