Just wondering what's in the dominion rulebook that's not in the free core rules, anything i need or just fluff?

Full contents of the Warhammer Age of Sigmar Core Book can be found in the book's 'Description' in the online store. Whether it's something you need isn't something we can't really answer without knowing how you and your group are going to play (e.g., Narrative, using any of the Conquest Unbound rules, etc.).

The Core Book does have a lot of Lore in it, which (at least for me) has been a great read. If you don't care about Lore, or Path to Glory, you can skip it and stick with the Generals Handbook.

General's Handbook is the only book you need then. Core rules literally only adds Open Play and Narrative Play + lore to what you find in Core Rules.

Core book has alternative set of matched play(different scenarios, different grand strategies, different battle tactics and even different army building rules though these are very minor unless you play sons of behemoth and play other than 2000 pts games) and path to glory(which is rather interesting way to play over constant same old matched play).

Cities of Sigmar as well as the various Chaos factions that rely on mixing from different tomes are heavily impacted by the subtly different Coalition rules depending on your battlepack (specifically what can be made Battleline changes depending on which ruleset you're using). For armies that rely on Coalition lists, it can be a major variable.

It's in the matched play battlepacks. One allows Coalition units to be Battleline, the other does not. I believe the CRB allows it while the GHB forbids it, but I may have that backwards.

They're at least consistent in that Coalition units can no longer be Generals sadly.

Core rulebook makes no mention of Coalition units at all, Matched Play battlepack or otherwise.
So yes, strictly speaking, by omission it would be allowing Coalition units to be battleline, where GHB says that they are not.

It's an FAQ item for the CRB (Section 27.0):

Q: If I can take coalition units in my army, can they count as some or
all of the Battleline units in my army?’
A: Yes, unless the battlepack you are using specifically says otherwise.

Cool. Glad they clarified it for those who thought it was ambiguous. But yes, it's the same logic. By omitting any reference to Coalition units in battleline, and none of the coalition rules saying that the Coalition units do not count as Battleline if they are Battleline units, the Matched Play battlepack in the core rulebook allows you to take Coalition units as Battleline where the GHB does not.
