I was playing a game the other day, and I used an Astra Militarum stratagem, Defensive Gunners, which lets a vehicle overwatch on 5s and 6s. My opponent was charging me from dense cover and claimed that because he was -1 to hit in dense cover, my stratagem would just put me back to hitting on 6s.

My understanding was that to-hit modifiers only applied during the shoot phase. Am I wrong?

Defensive Gunners:


"Use this Stratagem when a charge is declared against one of your ASTRA MILITARUM VEHICLE units. When that unit fires Overwatch this phase, they successfully hit on a roll of 5 or 6, instead of only 6."

The overwacth rule covers this, by stating it is hit on unmodified 6 regardless of modifiers to the roll. This becomes 5 and 6, still not caring about modifiers, because the strat only alters the success criteria, not the no-modifiers part

Are we sure about this? The stratagem doesn't say unmodified 5 or 6 it just says on they successfully hit on a roll of 5 or 6, instead of only 6.

Doesn't this technically override the rulebook overwatch criteria by removing the unmodified portion? so now you can benefit from +1 to hit but also are negatively affected by -1 to hit?

Pretty sure. It changes the 6 in Overwatch to 5 or 6 without stating it changes anything else. It notably doesn't say 5+, which is the normal notation for attacks/effects that include modifiers in resolution.

That being said, it is not the best written rule GW has ever put out.

The stratagem doesn't need to say "unmodified 5 or 6", because that's implied by the Overwatch rule already. You cannot apply modifiers at all to Overwatch unless the modifier in question specifically affects Overwatch.

Applying one modifier to Overwatch does not somehow remove this restriction for other modifiers.

From my understanding, hit modifiers typically apply during the shooting phase, not during Overwatch. So, it seems your opponent might be mistaken in claiming that the stratagem would only put you back to hitting on 6s due to the -1 hitting in dense cover.
