Assassin rules, strats, and goodies are in the Psychic Awakening: War of the Spider book. This is available for free on the 40K app (just gotta make a free account) so you can scope out the rules before you commit to buying.

It might be a while before the guard get an update. If you want to play with them sometime in the next 6 months, you're probably safe. Looking like Tau, GSC, Custodes, CSM, and Eldar are coming out first.

Guard also have a lot of useful strats and regimental bonuses in the Psychic Awakening: Greater Good book. Like, a lot. Rules for tank aces and custom regiments are in here.

These rules are for use in matched play/tournaments, or only for power level/ narrative type gameing?

Guard are in a tough spot competitively, though the new Octarius book and balance update helped us quite a bit. No one should scoff at you for trying to make Guard compete, unless they're still scarred from 5th edition leafblower. The only bit of PA:GG that could be considered a bit cheesy is putting Tank Ace: Full Payload upgrades on two manticores. The strats and custom regiments are mostly for fun and flavor. If you use a custom regiment or want to get better use out of leman russes, sentinels, veterans, master of ordnance, or heavy weapon teams I recommend it. If you're not going to a tournament, I'd say just use the app and make a crib sheet if you need it.

@OP: What should you buy?

One thing is for certain: Don“t buy any rules or codices as they are invalidated quicker than you can blink your eyes. Spend cash on models you like and look either for older rules or rules written by players.
