I don't understand why all of these are HQ's. The Moritat, Vigilator, Master of Signals and Primus Medicae do not strike me as units that would work well as commanders, and the Herald is iffy. How are you going to command an army while on sniper duty, or when you're on some suicide mission, all guns blazing? Imo, these should be elites or in some other category.

I think part of the issue is game writing - like the consuls have to fit somewhere and the only other slot that would even be remotely suitable (Elites) is already jam packed with choices.
As for the fluff some of them can make sense. In a setting that includes apothecaries like Fabius Bile having an HQ in the apothecary field makes sense.

I prefer to buy from miniature manufacturers that *don't* support the overthrow of democracy. |

Last edition a lot of those had the Support Officer rule, so couldn't be taken as your only HQ - I think now only the Moritat has something similar.

So as follows:
Moritat - The war-crimes officer. Their role is entirely based on using the most deadly weapons and if the total annihilation of the foe is called for, a Moritat leads the Destroyers to do so.
Vigilator - Who do you think leads the Recon Companies?
Master of Signals - Used to better with his Orbital Bombardment but comms officers are still vital. Plus he's cheap.
Primus Medicae - Fabius Bile.
Herald - It's the Imperium. If you don't have a guy waving your colours then what is the point?
As for them being in Elites, it's not like GSC where there are a few select units to choose from. There are 8 generic profiles plus the extra generics from the Legacy PDF and then all of the Legion-specific units. Elites is a pretty full roster as it is.

There's also the fact that these are all ranking officers, besides the delegatus. They all hold the same ranking, and while the Primus medicae may not be a usual front-line officer, he has the rank to do so as ordered or in an emergency. The Delegatus is the sole exception because he is given temporary Praetor-level command.

Not sure if this helps, but our local group has decided that we're adding a space to the force or chart for one Consul choice that is essentially free to take. If you want more than that, you take them as normal. Seems a good compromise.

I don't really have a problem with not having enough on the battlefield. I usually find I want more heavy support and elites. It's really cool to have a bunch and then you play the Dark Angels Stormwind RoW and you realize more isn't always better.
