Use this Stratagem at the start of the first battle round. Select one WORLD EATERS INFANTRY unit from your army. That unit can make a Normal Move of up to 9".

If the unit has a Movement characteristic of 6", does it it move up to 6" or 9"?

If the unit has a Movement characteristic of 6", it can only go 6" with a Normal Move. (and this strat does not change that).

If the unit has a Movement characteristic of 9", it can only go 9" with a Normal Move. (and this strat does not change that).

If the unit has a Movement characteristic of 12", it can only go 12" with a Normal Move. (and this strat does change that to a max of up to 9").

The reason they say up to 9" is because you do not have to move the unit its full distance if you do not want to do so, you can go 3 inches and have satisfied the up to 9" part.

Agreed. It cannot exceed its move characteristic.
