How do.
Just plopped on my doormat (the magazine, not me. I plop in the lavvy like everyone else) usual cursory flick through shows some new Necron rules.
Specifically, rules for a Destroyer Cult and Flayed One only Army of Renown, called Annihilation Legion.
Restrictions are….Destroyer Cult, Flayed and Canoptek Plasmacyte units only. All drawn from the same Dynasty. All units lose Command Protocols.
Benefits are… all gain Annihilation Legion keyword, access to Annihilation Legion relics, warlord trait and stratagems. If your WarLord is in a Vanguard Detachment, the Command Cost of that Detachment is 0CP.
All Destroyers gain Cult of Annihilation ability. Flayed Ones of 10 or more models gain Objective Secured. Hexmark move to HQ (tasty?). For each Skorpekh or Lokhust Lord, one Hexmark can be added without taking up a Slot.
Cult of Annihilation
No Dynastic Code.
Each time a model with this ability makes an attack, if the target unit is below Starting Strength, add +1 to hit.
Each time a model with this ability make an attack, if the target unit is below Half Strength, add +1 to wound.
Warlord Trait
Furious Destructor. Melee attacks that hit on an unmodified 6 score 2 additional hits
Relics
Chariot of Hierarchs. Lokhust only. Wound rolls of 1-3 always fail, 3” pile-in and consolidation
Nightcull Scythe. Skorpekh only, replaces Hyperphase Harvester. S+2, AP -4, D3. Excess wounds spread to the unit. Basically a big old butter knife.
Mask of Oblitearation. Hexmark only. Can swap six pistol shots for one shot - 12”, Pistol 1, S9, AP -3, D D3+3. Basically a Beam weapon, so 12” line hitting everything it crosses. Automatically Appended Next Post: There is more, but I’m having my lunch.

There are more rules, but they’re difficult to put in a potted version. And I’m super dubious about sharing photos of magazine pages, as I don’t want to upset the mods.
But there’s a replacement for Command Protocols, which seems to operate the same way?

I find the problem is slots for units. If it just moved Flayed Ones to troops instead so you cam do a regular Battalion it would be significantly better.

I've got plenty of destroyers and I'm not in love with the current way necrons play so I'll grab a copy of this issue and give this a go.

Frankly I'm relieved I don't have to bother with the command protocols. Its still a very poor rule even in its current rendition.
EDIT 2: Oh god no. They have annihilation protocols to replace the command protocols!!

Have you considered it NOT being significantly better is by intent?
As in yes, you can do _____ - it just comes at a cost/drawback.
Anyways, sans the Flayed Ones, I already run a pure Destroyer Cult. So this'll fit perfectly.

Unfortunately, the annihilation protocols they have aren't with the same wording as the balance dataslate versions, so even though they are by and far generally better than command protocols, you're heavily reliant on HQ bubbles to gain them.

What intent? You think GW is able to balance things correctly still?
Please do tell how Flayed One troops would be broken even for regular Necrons. This'll be good.

Am I missing something or could they not even be arsed writing Warlord traits?
Also, still no stratagem or relic that lets you revive a dead Destroyer Lord.

It's no different than most of the Legendary setups? These aren't new subfactions or the like. It's a restricted army list ala the Theme Forces of Warmahordes. Hexmarks as an HQ or Ltish option is interesting to say the least.

So…how essential are Flayed Ones in this list? I know they’re not great units wise, but they do get ObSec.
As I’m not up on the modern game, wondering how essential ObSec is?

Restrictions: Why does this army need to exist? You can already make a fairly strong army with most of these restrictions. The only thing preventing this list from already being a thing is Destroyer Lords being overcosted and Silent King being mandatory. Meanwhile, it is impossible to field a Canoptek army because Spyders aren't HQs. If Flayed Ones were Troops in this AoR then at least it'd be there for the people wanting 4+ units of Flayed Ones. They can't even get the name right, call it a Red Harvest as a callback at least. Cult of Annihilation: I like it, the two-tiered activation requirements are cool. ObSec for Flayed Ones is fine, but you're not getting it on the Skorpekhs and you're not getting a pre-game move. Relics and WL traits: Surprisingly balanced, unsurprisingly not very thematic. Nightcull is exciting. Annihilation Protocols: It's the old version of Command Protocols instead of the buffed version... Which instantly makes the army of renown worthless. Where are the impact hits to trigger Cult of Annihilation? I think Cult of Annihilation granting impact hits in addition to what it does now would have been better than this whole thing, it might appeal to players that don't like the extra book keeping (hey, a reason for this AoR to exist in the first place). Flayed Ones are great. ObSec is insanely important because you're counting up objectives and trying to hold them every turn, killing an enemy ObSec unit the turn after it denied you primaries for holding an objective is too late.

I just had to go and write fluffy saying my dynasty minimizes the presence of destroyers and flayed ones right before GW dropped all the new destroyer and flayed one content.

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

An encounter with a Necron player and a string of losses could be weaved into the narrative of your dynasty to form a reason for a gradual increase in Flayed Ones and Destroyers until you have enough to field the AoR.

Even if you do minimise Destroyers and Flayed Ones, a Dynasty will have potentially billions of Necrons in it. A couple of dozen Destroyers paling around isn't at all unreasonable.

Yeah you basically have to say your dynasty has NO X to not make sense.
40k games are so small that you can easily justify anything that's not flat out not used. White scars avoid dreadnoughts? They still have them and on scale of 40k games spamming them isn't all that unfluffy then.
