1. Rubric Marines taken in a Chaos Space Marine Army. Their ranged weapons are already -2 AP... and I play it that way, but why would they not be -3 when you purchase the mark of Tzeentch (as required by the codex)?

2. Armor of Contempt.... If you are hit by a flamer with no AP... a Legionaries 3+... is upgraded to a 2+ right?

1. Rubric marines dont have the ICON keyword. Their icon of flame is not the same.
2. No. AP cannot get better than 0. AoC worsens the AP by 1.

From the rules terms glossary :

Reducing an AP characteristic: When reducing an AP characteristic, add the appropriate amount to the characteristic, to a maximum of 0. For example: reducing an AP of -1 by 1 would result in an AP of 0; reducing an AP of 0 by 1 would result in an AP of 0.

As above - AoC modifies the AP of the weapon used in the attack. While it effectively alters the results of to save roll, it does not improve your Sv characteristic.

Good old shorthand getting in the way of actually understanding the rules.

Your Save never gets better unless a rules says it improves your Save. You just sometimes get a positive modifier to your Save that makes a lower Dice Roll become a higher Modified Dice Roll. Just the opposite of how AP doesn't make your Save worst, it just makes your Modified Dice Roll lower.

Well, that and forgetting AP never gets goes positive.

To a maximum of zero.... ahhhhhhhh.

and icon vs ICON..... that does make sense.
