Please forgive the revisiting of this old topic. Would a Thousand Sons player be able to gain 3 CP in a round from 1. being Battle Forged 2. using the Perfidious Tome and rolling a 4+ and 3. the Echoes of the Warp Cabbalistic Ritual?

I think you get a max of one CP from outside sources.
So you could gain 1 CP from Battleforged, and a second from either the Tome or the Ritual. But not both.

I don't have the exact references in front of me, though-and it might vary by mission pack.

Hopefully someone with a little more time can find the exact words.

It's under Tactical Restraint. Aside form the Battle-Forged bonus, you can only gain/refund one CP per battle round. There are a couple of VERY specific exceptions, but neither of these fit.

One or the other, I'm afraid.

The full rule is:
GAINING AND REFUNDING COMMAND POINTS
There are several rules that give you a chance to gain or refund CPs when you or your opponent either use a Stratagems or spend CPs to use a Stratagem. Each player can only gain or have refunded a total of 1 CP per battle round as the result of such rules, regardless of the source, and CPs that are spent on Stratagems that are not used during a phase, such as those used ‘before the battle’ or ‘at the end of the battle round’, can never be refunded. The limit of gaining or refunding 1 CP per battle round does not apply to the Battle-forged CP bonus a player gains at the start of their Command phase before doing anything else, or to any CPs gained by mission special rules that instruct players to gain CPs in their Command phase.
And from the Core Rules FAQ
Stratagems that Gain or Refund CPs
The advanced rules for Command points state that you cannot gain, or have refunded, more than 1 Command point per battle round because of any rules (other than via the exceptions listed on page 245, such as the Battle-forged CP Bonus). However, there are a small handful of Stratagems that let players gain or refund several Command points when used (e.g. Feeder Tendrils in Codex: Tyranids). So long as such a Stratagem is used during a phase (i.e. it is not used ‘before the battle’ or ‘at the end of a battle round’), the limit of gaining or refunding 1 Command point per battle round does not apply to any Command points gained via Stratagems.

This is a frustrating rule as it feels like something you could get easily screwed over by a bad TO call.

They just need to do an explanatory paragraph like with fight first/last.

They really need to get better writers but that doesn't seem like it will ever happen.

Yes. As written, the AoO Secondaries award CP at the end of the Battle Round and thus are not exempted by the rule for Mission gaining CP in the Command phase.

Eightfold - have to disagree.

Look at the volume of threads here compared to 4th. Or 5th. Even the length of threads compared to then.

Anyone here remember the thousand post thread about line of sight, "levels" and "infinite cylinders" in 4th?

Overall the quality of their rules has improved. Vastly. The complexity of the game has also increased and dramatically so.

The rules work here, but one does have to wonder if the writers remembered what they had written before? It could be the case they did and see these Secondaries as a possible source of that 1 CP per Battle Round. It could also be they forgot they included "In the Command Phase" as part of the Mission Rules exemption of this rule.
