I've noticed a massive difference in the way the 40k is played depending on whom I play against, but those two ways are usually the same. The two ways are:

First Way

1. All ruins are considered LOS blocking terrain on the first floor.
2. If you're within an inch of the terrain, you get the benefit of cover even if you're not on it.

Second Way

1. Terrain is used normally. If you're in it and can be seen, you can be shot.
2. The base has to be touching the terrain to receive the benefit of cover. You can't just tug the wall.


Which one is right? Why do people play one way or the other?

Second way is correct RAW. First way is a popular house rule favored by people who play melee armies since it allows them to negate early shooting without having to sacrifice movement.

The former was a hack around used by a couple,of tournaments when 8th Ed terrain rules were a little.... lacking.

You have to agree when a model is inside terrain.

Area Terrain
Area Terrain can include Ruins, Woods, Craters and other terrain features that models can move into and through. Each time an Area Terrain feature is set up on the battlefield, both players must agree upon the footprint of that terrain feature — that is, the boundary of the terrain feature at ground level. This is essential to define so that players know when a model is wholly on or within that terrain feature, and when it is not. For some Area Terrain features, their footprint will be obvious, especially if the terrain feature has a base or some other well defined boundary, but if not, then agree with your opponent what the footprint is.

Both are correct, to a degree. Depending on what terrain you are using. Terrain rules need to be established before the start the game.

Or by people who don't want game to be just who gets first turn and blows the enemy army out in the first volley.

The second damage output is high enough that you don't need 3 to 1 points to one shot game is too lethal and you need to go extra steps. ATM 1 to 1 or even less is quite possible so only way to ensure meaningfull game is to make sure neither side can see each other at will.

I've never heard of getting the cover benefits when within 1", but the LoS blocking ground floor is a fairly common house rule that grew out of 8th's terrible terrain rules.

The RAW is, as people have said, the second way. The only real caveat is determining what "in terrain" means for the purposes of gaining the benefits of cover. Some people are fine with a base touching the edge of the terrain's base while others interpret the rule to require at least part of your base to physically be on top of the teraain's base.

Pipes and barriers give cover within 1"
