I know I can take a squad that is between two point levels (and pay the higher point value), but can I take a squad that has fewer than the minimum models? For instance can I take a gretchin squad with 8 grots and a runtherd?

currently, by the core rules, yes theirs nothing forcing you to take the maximum number in a variable size squad, only that you must the minimum.

however, i haven't checked the leviathan mission rules, which might have that restriction.

In this case the minimum unit size mentioned in the index is 10 grots, and I'd like to bring 8.

The rules specify that you follow the instructions on the card as to how many models are in the unit. In previous editions, there was permission in the rulebook to take undersized units, but that permission no longer exists.

So, no, you don't currently have the ability to field eight gross instead of 10.
