I was reading that the skin and eyes come from Radiation from the Salamanders Homeworld.
Primaris Greyshield reinforcements didn't come from Nocturne... would they look different?

It used to be tied to both. The radiation exacerbated the issues with the Melanchromic Organ Salamanders have.

This is a common misconception. You don't have to be from Nocturne to develop obsidian skin. You just have to have Salamanders geneseed and spend some time on Nocturne. It's not the population, it's the environment.
So personally I would say the early Salamanders Greyshields would've been much lighter in tone. Though almost certainly all of them would've eventually stepped foot on Nocturne, or another high radiation environment that'd trigger melanochrome saturation.

I'm guessing that not all of them made it back to the homeworld and were deployed into active warzones.

I think it's nearly impossible to find "fresh open" primaris salamander who never been on battlefield after 150 years of Indomitus.
If you wanna light skin salamanders just paint so, rule of cool ate still here.

Oh, if I wanted to have light skinned Salamanders, I'd point to the White guys in the old Armageddon Codex.

where was the first delivery of primaris reinforcements to the salamanders?
when we first learned about primaris werent wasnt it speculated/suggested that Cawl made them or cloned them from any old geneseed he had lying around? so the inital primaris reinforcements might not have had vulkans geneseed and that would have been obvious as they wouldn't have had the obsidian skin

All Grey Shields had their geneseed originators marked and known, they simply fought as a unified force with all other Grey Shields until handed over to their Chapter. Cawl wasn't just stuffing geneseed into them and them randomly assigning them to Chapters.
