Here is a bit of a hodge-podge collection of my chapter fluff for analysis, comment, and etc. This is taken snippety-snip from my BnC thread, so ti may seem a little disjointed.

Tragic heroes that have fallen from the grace of the Imperium, even though they knew they were doing what the Emperor wanted. Seeing the errors and fallacies in the Imperium, they've began eliminating corrupt officials and purging tainted Imperial cities. However, this sort of presumed prescience to the tain of chaos comes form their intense dislike of psykers, and has become a horrifying paranoia. As they sweep the stars clean, they are reviled by the ones they protect, and even hunted by the very Imperium they seek to perfect.

Report on the status, disposition, and plans of Adeptus Astartes chapter #437, known also as the Storm Bringers.

Chapter Founding Date: 267.M37.

Chapter Status: Rebel.

Homeworld: Tyron VI (destroyed by Exterminatus [cyclonic torpedo] by Inquisitor Salavador Quince).

Military Strength: Estimated four companies: Veteran (1st), Battle (3rd and 4th), and scout (10th). Fleet presence is currently unknown: although sightings report a sizable strike force and support craft for planetary assaults.

Current Location: Segmentum Solar, near Necromunda.

Current Motivation: The Storm Bringers seem content to terrorize the smaller Imperial systems, and seem to make sporadic attacks on nearby xenos. It seems that their organization is cluttered and disorganized after the majority of the chapter was exterminated, and the remaining members are paranoid and impulsive.

Unbeknownst to the Imperium, at least for now, the Storm Bringers have dramtically changed.

To start, they have gradually started to lay aside their ingrained disdain of the psyker, seeing it as an illusion fed to them by the corrupt Imperium. To this end they have started to utilize Navigators and Astropaths, following the guidlines in the Codex Astartes. They have yet to find a single potential marines, however, that could possibly rank as a Librarian of any sort.

Also they have cast off the grey armour that the Imperium granted them, opting for green armour. The old grey armour represents the ashes, the green armour represents the fresh, new order that will rise from the ruins of the Old Imperium.

No longer to they go by the name Storm Bringers. The storm that they used to brign the was the falsified judgement of the vile Imperium. They have become the Reconcilers, intent and making amends for three thousand years of mindless servitude and bloodshed. To this end they will simply purge the stars of every trace of the Imperium.

To the average citzen, the Reconcilers are enigmatic enforcers of heresy and change. While it is true that the people liberated from the Imperium are just that, the sporadic "Loyalist" checks and laws restricting contact to Imperial worlds can soemtimes seem just as bad as Imperial Law. Not that anyone is going to say anything to the Marines about it, not yet. Their strong faith in their beliefs that they are doing the True Will of the Emperor would simply close their ears to concerns, and probbaly take it as a sign of rebellion in their New Imperium.

On to the subject of organization.

For a minute I considered Black Templars (Rightuous Zeal and alla that), then I reconsidered as such behaviour wouldn't be wise in a chapter of 400 marines. However, with the standard dex I can still probably trait out a true-to-fluff ruleset. Some main points on composition:

+Eager, hate-filled marines filled with paranoia out to tear down the corrupt Empire of Man.
+Reducded to 4 companies worth of marines.
+Most likely over-specializing in the standard marines lightning raid style of warfare.
+Zeal is fueled by chaplains, so possibly chaplain leaders.

HQ

Most likely a chplain, to fuel the fiery embers of the marine's rage and confusion. A captain may appear at 1500 pts... the lower average leadership could be a good way to show the brothers giving into paranoia and anger: ignoring orders and doing some shocking things maybe.

The Hammer

Just to huck out some thoughts on implementing your fluff:

All that anger and paranoia sounds like they could indeed have fallen to Chaos after all, just like the Imperium always said they had, turning in substance if not style to the effective worship of Malal, God of the futile anger of the trampled slave and the simmering resentment of the oppressed nation. Night Lords could thus make a decent start - with four fast attack slots and main mark as undivided, they roughly fit the bill. Maybe an emphasis on Khor..I mean, Malal Berzerkers in the elite slots to show their extreme rage. Black and White details would probably look pretty good on green - kinda like the construction stripes on IW metal - while keeping your guys from looking too much like Plague Marines or Salamanders.

If you wanted to stick to the loyalist Codex, perhaps Be Swift as the Wind, Blessed be the Warriors, We Stand Alone and Flesh over Steel or Aspire to Glory depending if you want an Adamantine Mantle or the option of running some transports in the army - say for FC Chappy command squads, or an LRC - bikes as troops, Assault Marines as elites, and all your Fast Attack slots free for Tornadoes. The Assault Marines would be the more hate-filled veterans - hence Furious Charge - and not much is more zealous than Scout bikers melta-bombing enemy tanks on the first turn. Not having a Captain would prove moot with Veteran Brother wielding their tools of hatred among their lesser brethren. Just really be careful with your paint scheme, or else a lot of people will be saying, "hey, it's not very fluffy for Salamanders to have so many bikes." Maybe a camo pattern might work well?

GL with the army - won't be hard to justify why they're fighting other Imperials!
