'ETAT-MAJOR' translates as 'staff' on Babelfish so I would assume it is a Dark Angels Command Squad.

As much as I hate giving Europeans credit for anything at all, American date convention is silly. Days are smaller than months are smaller than years. Day, month, year.

But, for whatever reason, Americans say "December 25th is Christmas," and not "25th December."
