IIRC, Torquemada had a shaved chest in the Kev O'Neill Nemesis The Warlock miniseries.

The first thought that popped into my mind was "Hasselhoff".

The first time I saw Torquemada in 10 years it struck me "pointy hat, grill mouth, and hey that symbol, Eldar!". That's it though, everything about him is Imperium, Inquisition. Named after a real inquisitor anyways, Torquemada.

now don't mind him, he has to lead his imperium of man against deviants, foul aliens, and the minions of Khaos

he does not sound like an eldar.
