Would there be sense in giving them halberds?  I think +1str would be good, esp seince they don't strike last.  The lack of shield is countered easily by better armour/mount (though I'd probobly keep him on foot for Look out Sir!).

Look Out Sir! applies to all characters, regardless if they are mounted or on foot. Only characters of US 5 or greater don't get the save. This is a change from 6th edition. So there is no reason not to mount your character, other than the point cost and the difficulty of fitting a cavalry-based model in with 20mm based infantry.

In regards to the halberds, I think it is an ok idea, if you're looking to save points. Personally, with weak characters like humans, I prefer to maximize their protection. A 1+ save is a lot better than a 2+ save, what with all of the ST4 attacks out there. I would stick with the shield and buy a magic weapon if you're looking to kill something.

Personally, I think Empire characters would be better off trying to stay alive and boosting the morale of their charges than whacking the bad guys. An Empire player should rely on shooting and flank charges to win combats, not his characters.

Saber's got it right on. Unless they've changed the stats of the 'general' (formerly Elector Count), then his job is to lead, not kill stuff. Hell, goblins are better at killing stuff than he is. Your general's job is be front and center of the army and not die. The Holy Relic (assuming it's still in the book) is essential.

And yes, there's now NO reason not to mount your general. Get him that extra +2 armor and stick him with the troops.

I hope sometime eventually I'll be able to publish my magic weapon trial rules, which would definatly help weaker armies...but anyways back to business...

I hadn't noticed the LOS! rule had changed, thanks for pointing that out. Well, I considered having a mounted halberder and sticking him with the knights, and I'm not sure of the cost for the lance so that might be a better option.

I just like halberds :p

So how about HW/S combo? Guessing it has to be magic.

Mounted with Barding = 5+
Heavy Armour = 3+
Shield = 2+

I wonder if the new empire can make a dueling general like Bretonnia can? Bretonnia gets some pretty hardcore dueling buffs.

So far as I know, the Empire isn't getting any new magic weapons in the new book. The rules for a few items are being changed, and most items are getting reduced in price, but the only new item is a banner for knights thats lets them cause Fear when they charge.

However, the best item in the imperial arsenal, the Laurels of Victory, is getting a point reduction. (The Larurels make every wound the character or his mount inflict count as two wounds when you calculate combat resolution) So now you can combine the Laurels with a decent magic weapon and cause all kinds of trouble with your general, especially if you take a Grand Master. Using this item is the only time I would consider making a "killy" imperial character. If you give an Elector Count the Laurels and mount him on a Griffon you can even break infantry units on a frontal charge.
