 I'm looking into a future army involving this cool and demented cat and I'm wondering if there is anything about him out other than what's in the two CSM dex's? I know he fled to a planet at some point and I'd like to a army based on that fluff, anything out there in novels, or mag's?

Well, anything involving the heresy should have info on him. He is mentioned in the new novels about the heresy as well.

Let the Galaxy burn had some fluff on his laboratory and experiments on some of the Emperors children ect. Trying to improve the marines and thier geneseed.

Let The Galaxy Burn says that Fabius Bile was originally an Emperor's Children apothecary. It's not clear which company he's the apothecary for (as the EC in LtGB isn't Fulgrim's 1st Co. but appears relatively high up because they are Eidolon's Co., who appears to be a high-level Chosen of Fulgrim) but they mention he has a secret lab where he conducts genetic experiments to make the EC more "perfect". Eidolon defeats a "warsinger" by using a Warp Scream and Saul Tarvitz (the main EC loyalist in LtGB) witnesses it. He later questions Eidolon and he shows Tarvitz the secret lab and asks the "with us or against us?" question (Tarvitz remains loyal). The secret lab is described as pretty horrific with the types of experimentation being conducted (heretical) - which is why Tarvitz is unnerved by the sight of it.

Theres also the upcoming book Fulgrim which I assume continues the story arc of the heresy. It would be nice to see a Bile appearance in that. I'd say from the first heresy novels that Bile is the chief apothecary. That alien weapon that wounds Horus is taken for study by Bile and given to Fulgrim as a sign of trust. A new Iron Warriors novel with Honsou would be nice, and theres grounds for a Bile appearance as the daemonculaba things were destroyed by Uriel Ventris in Dead Sky, Black Sun.
