This mostly comes down to me not understanding when squad champions can take squad upgrades:

Can FW Shas'ui take a pulse carbine?  I modeled one with one and just last night realized it may not be legit.

Thanks for clearing this up.  I'd also be interested to know which squad champs can take squad upgrades, as I doubt it's very consistent across codeces

Well, a carbine isn't really an "upgrade" per se.  The FW entry states that the FW may replace their carbines for free and that one member maybe upgraded to a shas'ui.  Which means to me that you replace the weapons first, then upgrade a carbine carrying FW to a 'ui.  Considering that you can have a mix of weapons in the squad anyway I see nothing to prohibit the 'ui from having a carbine.

Generally the upgraded squad leader does not have access to the same upgrade weapons that the squad has.  For example: an ork slugga mob may have 3 rokkits for x points.  The nob can take a rokkit but has to buy it from the armoury for x+y=z points (it's more expensive is what I'm trying to say without posting points).  But I don't think this applies to the shas'ui carrying a carbine as:

1) it's a change in weapons for the squad, not an upgrade (corolary would be Flash gitz in ork - the squad may purchase one upgrade to their shootas for the entire squad AND may purchase 3 big shootas - the upgrade to the weapons applies over the squad (including the nob), but if the nob wants a BS he has to buy it seperately from the armoury).

2)  The shas'ui can get items from the armoury, but you can't get a carbine from the armoury.

Hmm ... think I follow, and think I can get away with the 'ui carbine. Here's a test case of the general concept:

Marine scout sarge can take shotgun, boltgun, bp & ccw for free, or sniper rifle for X points (?).
Marine scout vet sarge can take shotgun, boltgun, bp & ccw for free (?), but no sniper rifle.

Frankly I've never understood what scout sargeants can take ...

Can't help you with that, never owned a SM army.  A crisis team leader or 'vre has access to more weapons then the squad, but since you have to buy the team members weapons it's not really a good corrolation.

A stealth team leader or 'vre on the other hand can have a fusion blaster.

Basically there is no hard and fast rule for squad leaders.  It's on a case by case basis and hopefully outlined in the unit entry.

The SM scout entry states that "any scout (including the sergeant) may..."

So that parallel doesn't really work as it is a special case specifically stated in the unit entry.

The Shas'ui can have a carbine. He doesn't need to be a 'ui to have a carbine, only if he wants to get the other "leader only" upgrades such as a markerlight.

I can't give the necessary quotes from the codex at the moment as I do not have it to hand.

On the scouts: Ok, good to see they cleared it up. Don't own the new 'dex, so didn't know.

On the Tau: Thanks to you both, glad to see my model doesn't need to change. Also, thanks for clearing up the stealth fusion blaster too, as I was going to take a 'vre with blaster and give him target lock.
