In the codex listing for special character Ursarkar E. Creed it does not list him as having the "Leadership" special rule that normal officers do (units within 12" of this model may use this model's leadership value for leadership/morale tests).

Does he not benefit from this rule?  Is it implied that he is an officer.  The listings for Commisar Yarrick and Gaunt imply that they have the abilities of standard commisars.  Then again, Commisar is in their titles.

RAW no, Ursarkar does not have the "Leadership" ability. Nowehere in the codex does it state that every Officer has the "Leadership" ability (just all Officers in Command Squads do) and the rules don't specifically state that Ursarkar is actually an "Officer" either.

Worse, the entry for Kell does state he has the ability.

Whteher or not GW wanted Ursarkar to actually have the ability isn't even clear in my mind. While he is certainly an Officer by the fluff does that necessarily mean he should have the "Leadership" ability? I can't say for certain.

No matter what if you plan on using that ability with Ursarkar you should be nicely asking your opponent if you can before the game begins, because by the rules he certainly doesn't have it.
