I am doing a project for my Computer Science class that requires me to choose a problem and then make a program that can help a user with that problem.  I chose to make a new program that both helps new players choose what to get and help all players build an army list.  However, to do this I need to have all of the information on the races and tips for all the units.  Seeing as how I do not own every codex, and I certainly have not played with every unit, I was hoping that I could get some help on here.  Below is an example of what I need:

Fire Warrior Team
| 2 | 3 | 3 | 3 | 1 | 2 | 1 | 7  | 4+ |
This is the base unit for the Tau, keep them in cover because the 4+ save is negated by most anti-infantry rounds.

Fire Warrior Shas'ui
| 2 | 3 | 3 | 3 | 1 | 2 | 2 | 8  | 4+ |
Just like the normal Fire Warrior, he can deal out a lot of firepower with his rifle.  Keep him in cover.

I guess he could just buy Army builder, that'd have all the info, then he could probably get away with using the info in his student project so long as he didn't publish it.

Since I can't have stats or anything, I guess just some tactics. I figured since the user would definitely need the codex because they are only brief descriptions that this would be okay.

Would names and tips be okay? or would I not be able to get any information over the internet.

I have used the ones that I have, however I do not have the tactics for them which was the most important part of the project. The codexes that I have used are Tau, Necrons, and Tyranids (god that one was hard, so many options). I only have tips for Tau and Necrons because I play Tau and a lot of people I know play Necrons.

There are about a thousand and one write ups scattered across the web on "How to play X". In fact, just page through this forum and save yourself the trouble of bugging its members. You'll pick up PLENTY of tactics for just about everyone except maybe...uh...Daemonhunters.

Best thing would be to keep it simple. Just stick to the 3 you have. Besides looking in this forum, you could look at the battle report section to find reports involving those 3 armies to give you a feel for how they perform in relation to other armies.

There is also a good article on Carnifexes in the article section.

After looking at all that, you should get a feel for the armies and have better questions for the specifics of your project. For example something like "what's the best way to configure tyranid warriors", "why would you ever take pariahs", and of course the ever popular ionhead/railhead discussion.


edit:
You should just stick to just helping a new player create a tau army though.  After all, I'm sure the point of the project has nothing to do with what it actually does, but on you being able to make it do it.
