When is the new Blood Angel Codex (published in WD) legal in tourneys? Will tourney organizers force BA players to use the new codex if they like the old one instead?
When will the new codex be updated in Army builder?
Since the original BA codex is now out of print and the WD article says that it is fully official I think the short answer is clearly: yes, tournament organizers will use the new 'codex' for their tournaments.
That said, the long answer is always: any tournament organizer is free to use whatever rules they want to in their tournament. If they want to use the 3rd edition BA codex, they obviously can and the only thing that anyone who disagrees can do is to choose not to play in their tournament.
I'd expect most tournaments to use the current WD Codex.
As for Army Builder, one of the nice things about the Codex Dark/Blood Angels approach is that everything is in a multiple of 5 and most units end up being around X00 or X50 points. It's extremely simple to just snap a list together from a sheet with your different units on it.
As always, the policy for Army Builder is that files for a new codex/army list will not be added until one month after their general release. Therefore you will not see a release with the Blood Angels army list until sometime later this month at the earliest.
