A footslogging force?  I was thinking a ten man terminator squad with Grimaldus at the fore, and 2 20 man crusader squads, but what else would you add?

Would I need to include a Grey Knight Grandmaster for the psychic hood to defend against the "Lash" and eldar psychicness?

For all those points you only have 3 scoring units. Moreover, those units have a gigantic footprint.

The Lash and Eldar psychers are the least of your worry at this time. With those footprints worry about IG pies, Defiler pies, and any HtH army with 3x units hitting you from all sides.

Re-tool. A bonus of the Templars are their HtH skills, but first and foremost they're still shooty. Capitalize on shooty - but be assured that your shooty units are also brutal in HtH. Don't forget to add as many powerfists as you can...

I would say that the strength lies in the 20 man T4 squads. Thats alot of marines to try to take out, plus shooting at them is bad unless you annihilate them all, and Grimaldus can help with that.

I would say small shooty squads are at a disadvantage because they get -1LD to target priority and can have their righteous zeal taken advantage of to make their shooting ineffective.

A pair of predator annihilators would be much more able to lend consistent fire support then min max las-plas squads for this reason.
