dont use victory points but instead measure the game by public support. For every model you lose roll a dice on a +5 you lose a public support point and for every 5 guys you lose a public support point on a +4 and for every 10 models lost you lose a public support point on a +3

  for every 5 public support points lost roll on a table:
  1-2 riots at home, lose d6 models to go and stop the riots.
3-4 public funding cut, for every unit shooting. roll a dice, on a 6 they cannot fire since their ammunition is low due to funding cuts.
5-6 Human Shields, protesters get infront of your enemy's tanks and troops. d6 x 8 models will form a human chain to stop your weapons they confer all units including tanks a +5 cover save similar to grots

   after 20 public support points lost, every unit without the fearless special rule will offer surrender on a roll of a +5

Comparing tournament records is another form of e-peen measuring.

This is warhammer 40k. The cops have IFVs, and shotguns that fire explosive homing shells. Riot control consists of the words 'Guardsmen, open fire' spoken by a commissar. Because to stand against His Most Holy troopers is heresy, and heretics burn.

Realistically, the level of military weapons in 40K is so high that battlefields are simply too dangerous for civilians period. A stray lasgun shot isn't going to leave a grazing wound if you aren't wearing flak armour, it is going to take off a whole limb. A plasma gun can kill people the next block over from its point of impact, and a flamer is hot enough to melt steel within seconds. This is discounting Basilisk shells, which can level a city block by themselves, or the vastly scary weapons of the larger vehicles that support everything larger than a PDF.

The idea is neat, but fluff it up, make it a scenario or something. It is a cool idea, but it doesn't make fluff sense as is. Unless you really don't care about that.

It makes sense in current context of 2k wars, but think of the world we are talking about. The ork civillians are going to stand infront of their soldiers and force them to stop the war? Wait, don't orks come from mold spores? There aren't any ork civillians! There is a humman shield infront of that guard unit? Oh well, FREE RAPID FIRE!!!!! Remember, in the grim darkness of the far future, there is only war. This does not include hippies. Hippies are heratics, and we all know what the imperium does to heretics.

If it makes sense, then it's not RAW.

Is everyone crazy? This is not a cool idea, and it isn't an idea that makes sense in our current reality, either! Funding cuts having an instantaneous effect on your ammunition supply? Sending soldiers home in the middle of battle to quell riots? Protestors who teleport onto the battlefield at a moment's notice? Get out.

If you have someone who doesn't mind watching the whole game as a judge then why not try this approach.

At the end of the game where there is no clear winner the judge will mark each army on performance, aggression, tactics etc and will announce an overall winner. You could even throw extra marks for epic battles between special charactors like Magnus Calagar and Shadowsun, or stunts like flying your land speeder in a shoot or die kamikazee mission.

Have never tried this so don't beat me with a stick hehe just a thought

In response to the above, why try it for a campaign. at the end of the match each player rolls a dice and on a 6 you use the public support rules.
