Long-Range Land Speeder Pilot

This is my army so far. It would be great if you guys could advise me on what to buy/not buy next. I'm not going for a power army. I just want to be mildly competitive. I only play friendly games anyways.

HQ:
Emperor's Champion: Abhor the witch (110)

Commander: Boltpistol, Powersword, Crusader Seals, Frags, Iron Halo (122)
Command Squad: Frags, Crux. T. for Sergeant->powerweapon, Crusader Seals (257)
Apothecary, Standard Bearer, Champion, Meltagun, Razorback(heavy bolters)


Troops:
Crusader Squad: Frags, 3 Initiates with bp/ccw, 1 with powerweapon/bp, 1 with plasmagun
4 Neophytes with Shotguns, 1 Neophyte with bp/ccw

Crusader Squad: Frags and Krak, 3 Initiates with bp/ccw, 1 with powerfist/bp, 1 with meltagun
5 with bp/ccw

Well snorkle, at least you're playing off one of the Templars' strengths to make this list. However, I would say that you are purchasing your infantry in a pretty bad way. Let's go through the list as it is.

Emperor's Champion w/ Abhor

Solid choice. Nothing wrong here. The Emperor's Champion is a CC monster at the 1000 points level, and for only 110 points, he becomes really hard to compete with in terms of points efficiency. That, and the fact that he gives your army a free D6" move if your opponent has a psyker and a 5+ cancellation of those effects make this vow golden.

Commander w/ BP, Power Weapon, Seals, Frags, Halo

This seems to be OTT in terms of cost. You're already required to invest 20% of your army's points limit toward commanders due to the mandatory selection of an Emperor's Champion, so you might be better off easing back on this. I'm really going to recommend that you swap out your commander for a Reclusiarch Chaplain with a Bolt Pistol. He has the exact same CC hitting power, has one less wound, and is Fearless, for 30 points less. On top of that, he makes everyone in his squad re-roll to hit on the charge.

Command Squad w/ Random Expensive Crap

This looks to me to be a huge points sink. After you add the cost of the Razorback and the Commander, this little selection carries a full third of your army within the paper-thin AV 11/11/10 walls of a deathtrap APC. Templars have Zeal for a reason, and since transports make assaulting troops even slower than if they walked (read: entanglement), it becomes a gimp for an army that should be slogging it, with the help of Fearless Chaplains, Cenobyte Servitors, and Righteous Zeal.

I recommend tossing the command squad and Razorback in favor of more troops.

Crusader Squad 1 w/ 5 Initiates, 5 Neophytes

This squad is all jacked up. The Power Sword is fine, though I recommend the PF simply because of the immense lack of tank and MC killing close combat stuff your list has. The Plasma Gun is never going to fire, as this squad is going to be running straight at the enemy, leaving no time for any Rapid Fire if the rest of the unit has any hope of landing some blows in Assault. Shotguns on Neophytes is a horrible, horrible idea. Sure, having 2 shots is nice and all, but here's the math backing up the claim that the BP & CCW combo is superior:

Shooting Before Charging:

Shotty vs MEQ
2 shots at BS3 => 1 hit => 1/3 wounds => 1/9 (0.11) MEQ kill

Bolt Pistol vs MEQ
1 shot at BS3 => 1/2 hit => 1/4 wounds => 1/12 (0.083) MEQ kill

Now, so far the Shotgun has the advantage of a whopping 0.027 extra wounds inflicted on an MEQ. However, take into the account the following charge:

Shotgun-toting Charge vs MEQ
2A => 1H => 1/2 W => 1/6 (0.167) MEQ kill

BP & CCW Charge vs MEQ
3A => 3/2H => 3/4W =>3/12 (0.25) MEQ kill

BP/CCW combo kills 0.083 more MEQ

The Bolt Pistol & Close Combat Weapon Neophyte gets 3 attacks on the charge, and 2 for all subsequent phases, making it 50% more potent on the charge and 100% more killy in a sustained assault.

In short, for the same amount of points, you can have a shotgun-packing Neophyte that will inflict 0.277 MEQ wounds on the charge, or you can have a BP & CCW toting Neophyte that will inflict 0.333 MEQ wounds on the charge. That may not seem like much, but with 4 of your neophytes wielding shotguns, you're giving up the ability to kill an extra marine every four rounds of Assault for FREE.

That, and the fact that the S3 shotgun can't hurt T7 creatures, and allows Guardsmen and Orks to take armor save against the shots, and you have to realize, why take the weaker choice when the stronger is free? I digress.

Change it up to 5 Inits, 5 Neophytes, with a Power Weapon, Meltagun (the bread and butter special weapon of any Templar army), and the rest with Bolt Pistols and CCWs. Same goes for the other 10 Init squad (sans the Power Fist, which is a definite must and should not be removed).

Keep them separate, since you can afford to take up two slots. These are pretty solid choices, and should complement your reasonably quick ground troops with rapid-striking hard hitters. The Rending Assault Cannonss will tear up armor, and with 7 AP4 shots apiece, your opponent had better hope he's got 3+ saves.

Other than that, I think those changes could apply to a final list like this:

I think it'll make a nasty horde list at 1000 points. Just pray that you don't go up against a mech list, as they will knock down your Speeders and then just avoid you for the rest of the game.

HOA = Holy Orb of Antioch.

GW ripped the concept straight from Monty Python. It's an amazing little item. For 10 points, your Chaplain can use a one-shot weapon that will seriously mess up just about everything. It has a 12" range, uses the small blast marker (which will be even more powerful than it is now with the rumored 5th Edition change), and wounds everything on a 2+. It has an AP of 3 to boot. Against vehicles, it automatically inflicts a glancing hit.

You'll never leave home without one after that first time your lone Chaplain topples a Monolith with his holy hand grenade.
