I have also recently started playing TK so admittedly I have little experience with the army. My list is similar in some respects to this one. However, the glaring issues I see are:

The tomb king seems to lack something. He's already an expensive character but as such it's worth making sure he does an equivalent ammount of damage. Perhaps giving him the crown of kings or armor of the ages will help out him and his unit.

Cloak of the dunes is almost a must on your heirophant, it allows him to stay out of danger easily and you can keep away from other flying units looking to assassinate him.

Skeletons:
I don't have any bowmen in my army and it doesn't seem like only 10 of them will do much damage. The large block of skeletons is a step in the right direction but if you want them to take damage you might consider just the hand weapon/shield combo with light armor. This allows you to sport a 4+ save on the unit, which will give you the staying power to stick a unit for a flank charge. Remember with spears you do not get a shield bonus and the extra S3 attacks probably aren't worth it.

Aside from these things the list is worth trying out. Personally, I like to use a catapult in conjunction with the casket so your priest has something to encant on.

Hm... with your advice in mind I remade the list a bit (see my first post).

I did consider giving him Armor of the Ages, but I just don't know where to get hte points for that from.

I don't have any bowmen in my army and it doesn't seem like only 10 of them will do much damage.

Again, I just don't know where to get the extra points from to fix them. I did consider upgrading them to an 8 Skellie Horsemen unit, but then I reconsidered since normal skellies are easier to raise and that unit ain't gonna do any miracles.
But really, I just don't know.

you might consider dropping the chariot of fire and the staff of ravening for armor of the ages and a dispell scroll or the plaques for the king and priest respectively.

I dunno, both options trade offence for defence and personally I think that good offence > good defence.
In the Tomb King's case I remove the 2-7 impact hits for basically 1+ wound and an additional cost of 10p and only 1-3 impact hits and I dunno about that trade.
I might opt for a dispell scroll if I face lots of magic, but I already have 3 priests and lots of bounds to keep the enemies magic in check... but it depends on who I face I guess.
The plaque is a "maybe", since it's also less offensive than the staff and it's a bit of a wild-card.

There's several nice/useful options for this list available:
1) Get at least 1 dispel scroll (or brooch) somewhere. Altough TK have plenty offensive magic, the basic magic defense isn't very good so you should add to it if possible.

2) While mounted, the gw gives only +1 str. You should take flail instead. The Flail of Skulls is particulary good option for chariot-mounted King as you basic troops may have problems with monsters or such and this weapon helps with those. Getting him some good protective item such as Golden Ankrha would be wise too.

3) Getting some added mobility for the liche priests isn't a bad idea, so buying them skeletal steeds would help (the cloak guy can obviously do without).

4) 1 Additional tunneler would be quite useful. The unit of 2 Tomb Swarm is nice for this, as it accomplishes similiar stuff than the scorps and doesn't take that special slot.

5) The Tomb Guards really need the Icon of Rakaph as it's one of the best magical banners of the game and let's you get far more out of this expensive unit.

6) I generally like to wield solitary big guy units (Ushbati in this case) 4 strong. When charging ranked stuff, all should still get their attacks and if you lose 1 before combat the unit isn't as badly crippled. The TK have the option to heal these guys, though.

Unfortunately you'd have to be willing to trim a couple of things before you'd have points for these (mainly the casket I think).

What you have to remember about the staff is that it requires LoS, thus potentially exposing your priest and getting him killed. If you can run it then more power to you, I think I'm going to give it a shot but I only expect to actually use it on the flank of a unit and well away from skirmishers and flyers. Instead of the armor on the king you can always give him the flail of skulls or the spear for more hitting power and overall magical attacks.

Well I gave it another go and changed some things.

I made the King a footslogger and made a few changes to the CORE and SPECIAL sections.

I assume the LP with the dispell scroll is riding the casket? I like the list, not much in the way of static combat rez but that's not usually the point of a TK army anyway.
