I'm sure not all residents of Nocturne are dark skinned.
Plus Marines can control their skin tone in relation to solar radiation.

well since space marines skin is sensitive to heat/cold, any space marine on a hot planet would be darker.. but yes, as far as old school fluff was concerned the Salamanders were the chapeter with a darker hued skin.

All my Salamander scouts are dark skinned as were my veterans and heroes that had no helmets.
