Does anyone know of a company that makes heads with bush hats that will fit with 40K models? Any help would be greatly appreciated.

I'd ask over at The Miniatures Page. To my knowledge, no one makes 'em. West Wind might be coming out with some for their WWII Separate Head System (they'd work for Aussies or South Africans, iirc). Otherwise, check Eureka and RAFM; they might have something.
