Actually after I finished the narrative, I was thinking about a scale photo x.x. Maybe I'll retake the final photo with the hill on the table. This time with some Gee Dub models on it.

Great tutorial, thanks for adding it. One thing I have wondered about... how messy is the foam sanding process? Is it just like expanded polystyrene or is it more dense than that? Also the picture with the pink foam and glue looked a little like cake and now I want a hill cake for my next birthday

I haven't had any major issues with the foam mess after sanding. It's no worse than wood really. The biggest problem I have is that it's terrible about static cling, so you'll have to brush yourself off after you're done x.x.

You definitely could do this. And it would work for its intended purpose for sure. I personally haven't done it and haven't even thought to honestly. Then again, my table gets very light traffic (see: Only me and my models), so it's not as big a concern as say a gaming store table.

Hills to bases become distracting when you're building
stackable hills, I think.

In my opinion, bases are always welcome, as they give you the edge of the 'difficult terrain'.
However, If you are going with a really big, 3-4 levels high piece, you do not need a base. It is obvious that it is a mountain!
