Well I broke down and got the HE army book in a moment of weakness and am trying to get a starting force on paper.
BTW am a total fantasy noob and am really not sure of the capabilities of these units but here goes.

Heroes: Dragon mage of caledor 400
dispel scrollx2
silver wand

Core: Spearmenx15 full command and warbanner 180

Spearmenx15 musician and std bearer 150

Special: Tiranic chariot 85

total 1000pts!!!

I know the dragon mage is 40% of my points but those cool dragons are really what drew me to HE and I'd hate to wait too long to field one. not too sure on his magic items though.

Im generally planning on the dragon and chariots taking care of the flanks with weedy spearmen hopefully holding out in the center.
Is this army gonna make it to the last turn at least? I dont need it to dominate, just be able to go the distance.

Well, I do not have any experience with playing high elves, but as you said the dragon is costly. It is also not to be used to much as a close combat-type heroe, becasue a challenge would quickly kill the mage IMHO.

Maybe a unit of dragonprinces and a mage on a horse would be a nice idea for the time being. In the story it could be that the mage is looking for a dragon so he can become a dragonmage, something he has dreamt of every day since he was borne

at 1500 you could try a dragonmage to see what it can do, at 1000 I think he might break the game, or suck terribly...

i think you have too mnay spearmen. its not really nessecary to take more than the rquired number of core. the special is sop much better. my new favorite is the swordmasters, iu have recently found them to be awesome. anyway, for 200 points you can get a unit of ten (5X2) of them full command. so drop the dragon and one unit of spears. now you have 350 points left to spend on a hero (or heroes) [spear elves150+mage400=550-200=350) thats a lot of hero. also you can can feild thne dragon with no upgreades if you really wanted..i think might be like 5 too may points

I can understand your anxiety in fielding a dragon, it's a damn cool model and a great kit, I just think that in 1000 points it's a bit much. It's hard to stuff the things that you need to kill a beastie like that into 1000 points and still be competitive. My suggestion would be to drop the dragon mage and just take a regular mage on foot, give him lvl2 a scroll and pick up a unit of archers to bunker him in. With the Lore of Fire, a unit of archers and a RBT you can field a healthy amount of shooting.

I think an ideal 1000 point list would look something like this

Hero Fighty Character -
stuff

Mage -
Lvl 2, Lore of Fire, Scroll

15-20 Spearmen w/ full command

10-15 Archers w/ musician

10 - 15 Swordmasters w/ full command

Chariot

Yeah you might be right, I think I'll just use a regular mage at first. Still getting the dragon kit for sure, but wont field it all the time until my force gets bigger. In fact I just bought it today (along with some spearmen)and its very cool, has the parts to make it a prince, archmage and dragon mage so I can just magnetize the dragon and change riders as I see fit!

Good call bleedge on the core, I forgot I only need 1 core choice at this points level. I cant decide if I want swordmasters though. All of the special infantry seem good. Dragon princes look pretty tough as well but I think I need infantry for now.

pick up the ring of coin if you can it gives a mighty amount of damage and definitly helps bolster a archers otherwise low strength shots and if nothing else your enemy will have to expend dispel dice upon it. for which you can expend your power on other things.
