21? +2 from Concealment (from Fog of War) and +2 from Camoflauge puts them at 18, right? Also, the Juggernaut and Kodiak have a charge threat range of 7.5". Most things in the game easily out range that. Unless your opponents are bad at guesing ranges, you'll likely find it more effective to load up one warjack and cast Boundless Charge on it. Have the other jack move into position to countercharge your opponent's counterchargers. And get good at guessing ranges.
Anyways, Metsuri counter provides a good reason why I suggest playing small in the beginning. Your plan is as good as any, CO, but when your opponent can easily disrupt your plan, you need to know how to react. This only comes with experience.

Also the options to cause distruption to your jack are a plenty with cygnar so you can't rely on giving them focus for the push.
In this case, I would spread out my jacks so Earthquake won't get them both unless he casts it twice (Unlikely, as that would require dropping his upkeeps). The Widowmakers get the job of taking out the arc node or key infanty/solos. Sorscha moves forward, casts Tempest, shoots her Hand Cannon, and Wind Rushes to safety. Or you could cast Boundless Charge to still get a charge out of a Disrupted warjack. Don't forget that the Kodiak can Vent Steam even if Disrupted. It's all about recognizing what tools you have available to you each turn, and deciding whether it's worth using those tools to wreck your opponent now or if you should set yourself up for a good next turn.
