As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
But there's no sense crying over every mistake;
You just keep on trying till you run out of cake.

Actually conflicts between branches are always interesting and always partisan. When the Founding Fathers made the Constitution and mapping out broud powers, they didn't realize there would be more lawyers than the population of the new nation (literally), many of whom would be paid to argue these nonmaterial points.

That's a tautology, pure and simple. Conflicts between branches are not always interesting. Frequently they're trivial. And they certainly aren't always partisan. Cheney might be a Republican, but don't you think there might be some legitimate national interest in having full access to the records of the administration which posted the largest deficit in recent history?

As bad as the budget is, I suspect the destruction of records likely has more to do with the wiretapping, Valerie Plame incident and fraud leading up to the Iraq war.
Jfrazell is also giving this more credit than it's due by assuming there's anything close to an actual debate here. On one side you've got Cheney and his office arguing something utterly ridiculous, and on the other you've got a whole lot of constitutional lawyers and the courts saying 'the hell is he on about?'.

Hillary Clinton? Are you suggesting the office of Vice President and the wife of the President are equivalent positions in the executive?
How are you reconciling this with Cheney’s claims of executive privilege during Bush’ first term?
