I doubt it'll do much damage. The type of people who determine their presidential pick based on the vice president being a deer shooting, christian values hockey mum with executive experience aren't the sort of people to be swayed by facts or information. The women is pretty much reality proof.

Plenty of polls show Palin scoring stronger amongst men than women, it's been a big part of the reason people feel the effort to capture disgruntled Hillary voters has failed. But really it's not about men or women with her, she does well among 'values voters' and not so well outside that group, regardless of gender or any other factor.
I'm not really sure why you think Palin would do well among the non-voting felon audience. I'm neither a felon nor a Palin voter so I'm not really in a position to speculate.

If I understand things correctly, the Alaskan legal body that drew up the report has no power to censure or prosecute Palin.
It would be interesting if she were elected VP and then faced prosecution for misfeasance.
