Has anyone tried the rules for necrons for 40k epic?

Are they balanced enough?

Are there modles available for them or good ones to use to represent them?

These rules are pretty balanced, as far as I can tell. And, they will remain stable for about a year before changes are made, to let them settle down. There are some battle reports (some are playtests, so are not 'true balanced games') here:

As for minis. There are some very hard to find old Chaos Androids which are always the first choice. Alternatively, and perhaps surprisingly, some peopel use Ork Boyz as Necron Warriors. for inspiration, try:
