Alright, I've bumped up my 2250 list just for kicks, and I wanna see if 1) its legal and 2) how much fun you think it'd be to play against.

My theme here is a Sigmarite Mercenary Warband. Obviously it's heavy on the Warrior Priests and I've added in a bunch of fun units with lots of character both from the Empire book with fun different models, or Dogs of War choices. I have lots of fun playing this list at 2250, not shooting to win with it (though I do well enough).

One of my new additions in the Paymaster and his Bodyguard who I was thinking of modeling as a man who takes tithes for the church of Sigmar in all the places they visit. What I'm not sure about is if a Dogs of War character is allowed in a non Dogs of War list. Also, a Paymaster counts as a Battle Standard Bearer, so if you were playing against me, would you say it's too much to allow me to use the BSB rules with him?

Sorry, but you can't use DoW characters in a non-DoW army. Check the rules, found most recently in WH Chronicles 2004.
