why do you say that? they are 20mmx20mm and 25mmx25mm bases so they have room.
if you are referring to the water to land ratios they are to represent marsh/swamp areas if you only have tiny dots of water they would not work as that, you can fill them with as much water as you want so the amount of land is up to you.
