Its an "Open Secret" as far as I am concerned. The Aun know it, the Earth Caste Higher ups most certainly know about it, as do the Fire Caste Generals most likely. The tau saw they could control the masses of the vespids by having direct control of their "leaders". After all, their lives wouldn't be worth living without the "Greater Good" and if they didn't mind control them, they would have wiped them out, as I doubt they would have allied with them normally (I mean, look at the trouble they have trying, and failing, to keep the Kroot in line). So in a roundabout way, enslaving them is for their own good.

Lets just say that Tau do what they must "for the greater good" of course...

With the Tau so close to imperial space, it would only be a matter of time till the vespid would be turned into a blood stain. So sure, they may be forced into combat by their Tau masters, but at least they won't be wiped out by some racist space marines.

Its also worth noting that it does not nessisaraly need to be compleate mind control. The helm's could just be designed to translate a Tau's words in the most favorable way possable, such that it always sounds like a good idea. If the Vespid are like many insects (which they appear to be) the Queens back on Vespid are the only ones who won't gladly sacrafice their lives for the hive already.

After all, only the leader is attached to the helm, but the squad doesn't brake if he dies. They're fully willing to fight even if they can't understand what the Tau commander is saying.
