I am unfamiliar with the rules of a renegade militia, but I am assuming they can be used in a regular non-tournament 40k game. I have seen the models and have been quite entranced by them. I know that this army would run up a pretty costly bill (they are forgeworld after all), but would like some estimates on an army of about 1500 points. If you have any other info on them at all, I would also like to know as I am trying to get a feel for how they work. So anything really would be appreciated. Fluff, stats, tactics, or "hey your an idiot you cant use them" are all acceptable. Thanks.

You should be able to play them "counts as" Imperial Guard and use that codex, and could probably get away with it for tournaments even.

Beyond that, Imperial Armour V contains rules for them. That is a Forge World book, not a GW codex, so rules from it are pretty much friendlies only.

Yeah, you can use the IG Codex and "counts as" for Renegade Militia. You really don't even need to use "counts as," as you are still using chimeras, line squads, etc.

The Witch Hunters Codex has a section on enemies of the Inquisition. This includes rules and guidelines for renegade militia, apostate cardinals etc. Get the heads from forgeworld and fit them to standard cadians?

Me too! They are going to be my choice for Guard. Very cool models and not too expensive, if you plan it right.

Pretty sure FW models are legal for tourneys, too.

For FW models, they are quite reasonable. 10 pounds for 10 torsos. So if you plan on running 100 dudes, 100 pounds which is about 150 USD now. It's FW bigger stuff (besides DKK) that gets very expensive.

EDIT:
You really just need the torso / heads from FW, the cadian and catachan stuff mixes with them very well. Especially with the new command boxes.

Awesome, great feedback. I am as of now broke and putting together two other armies, but once I have a reasonable amount of cash and time, this will definitely be my next project. The regular IG turned me off right away because they are less than extraordinary, but renegades are just B.A.

I didnt find the cadian arms with lasguns to be an exact fit, it may be that the cadian torso is slightly wider than the renegade militia torso. Still you can do it you just need to be exacting when you glue it, or maybe use a little greenstuff to pad it out where necessary. It worried me at first but got the hang of it quickly.

As for cost it is definitely more expensive than a regular guard because you have to buy the FW bits as well as the legs/arms from cadian or catachan. I've also used SM Scout bits (arms with sniper rifles and bolters). But it looks great!
